The scrap yards in the Detroit area have to be the most complicit parties to the systematic stealing of metal. And the cops are no help. If you file a report, they'll just shrug their shoulders. I imagine it's because it happens so often, they don't have the manpower to go around to all the scrap yards looking for stolen stuff (and the yards sure won't call the cops on their best suppliers, i.e. thieves).
The thieves have taken all the access covers off of the street light poles for scrap, so the city is considering using plywood covers painted gray. Now, if someone walks into a scrap yard with a pile of access covers that are stamped with the utility name, wouldn't you think the yard would call the cops? It's sickening and as KIP says, the thieves need to be dealt with PERMANENTLY.
