If it where my tractor I would start off by filling the cylinders with ATF and let it sit a week or so. Then I would spin it over some place out in the open to clear the cylinders of any ATF still in them. If it was parked like it should have been with no fuel I would then open the drain in the bottom of the carb and let a bit of gas flow out of it just to make sure you where getting gas. I would then clean the points and make sure you had a good spark. Then try to fire it up. After running it for say 30 minutes or so then I would change the oil
