fuel running out the timing window is normal now take the cover with the three screws in it off look up in the right top corner and see fuel shut off moves.
Im going to bet the pistons inside the pump are stuck from varnish,if so the pump will need to be taken apart and cleaned.
if it were my pump.I would remove it,clamp it in a vice with the fuel in port up.fit a funnel to the fuel port,fill the funnel with fuel and spin the drive shaft clockwise about 600 rpm and see if you get fuel out the cylinder ports
