Jiles the tee is installed correctly. On newer installations they want a tee like that on the inlet and outlet. In normal usage the waste water come in and goes down the bottom of the tee just like it would on and elbow. Also on the out let the tee keeps any solids from going directly out to the leach field. If anything gets pluged the waste water can go through the top of the tee.
Now the plastic pipe used for the riser is okay too IF it is sealed at the top of the septic tank. If it is sealed there then who ever installed it made it easy to clean out the tank when needed. They could have made a hole in the big lid and cemented around the pipe on the outside. If it is bothering you just dig down around it by hand and check it out.
