It was elsewhere. Look under the tractor up about where the clutch pedal is and you will see a plate with 4 bolts in it. Take the plate off and look for a spring loaded pin sticking in the notches of the round plate. Push the pin in and turn the plate until you get the PTO lever to cam over and lock good. I think I moved mine about two notches. I haven't hooked it up to anything to put a load on it and try but i worked fine just running freely.
