From the majority of the Vindex L Case tractors that I have seen the Belt Pulley was always on the right hand side of the tractor, but seeing as it is probably just a screw holding it on, it is possible that it could have been put together incorrectly at the factory or the pulley could have been removed at some point and put on incorrectly, or it is not a vindex L. If you can Post a Picture and some of the other collectors on this site may also be able to help you out.
