By the book I have there is no 404 model pedal tractor. Can you post a picture or send one thru an email. My email is open.
If it has orginal seat and steering wheel it is most likely cast aluminum.
Plastic was not used until the '70s or there abouts.
If it is what you say it is it is one of a kind.
May be the numbers you listed are casting numbers and if so I don't know what they mean.
