Hi Paul, what do you mean by small leak and where is it leaking, that engine has a B&S flow-jet carb the idle jet is located towards the top of the carb behind the aircleaner starting point is turned out about 1.25 to 1.5 turns, the main jet is loacted at the bottom of the float bowl again turned out about 1.5 turns to start with. If the engine is surging at idle turn the idle screw out a 1/4 of a turn to enrich en the mixture if its surging at high Rpm's then turn the main jet screw out untill it runs smooth if the exhaust turns black then it is too rich and is flooding the engine.
Its not likely that there's anything wrong with the governor, it could also be badly worn throttle shaft and shaft bushing causing it to run lean to check this take a hold og the throttle shaft end and see it it will move up and down side to side if so it will need a new throttle shaft (meaning carb kit).
