Given that troubleshooting is a logical process of elimination, my thoughts on this problem are:

The fact that tilt and bucket lower work OK suggest that there is no restriction on the return side of the control valve otherwise all functions would be affected.

The fact that you have swapped the hoses between the tilt section and the hoist section and the problem remains unchanged tends to suggest that the problem is not in the control valve either.

Just to check this another way, I would swap the two hoses on the hoist section (so that down becomes up and up becomes down), theory being that if the problem was in this section of the valve then the bucket should go down but not up.

If after doing this, the bucket will still go up but not down then it points to a problem in the hoist cylinders or somewhere between the cylinders and the control valve.

If there are load control valves in the bucket hoist circuit - by this I mean counterbalance valves or velocity fuses which are installed to prevent the bucket from dropping if a hose fails, then these could be causing the problem.
