Oil (blue) smoke on start up is indicative of valve seal problems. If your compression is good pop the head and do a valve job. Check the head for flat (had one warp when it overheated), which will also ruin valve seals. If the oil consumption is not too bad, I would postpone the whole deal.
The suggestion about check the valve cleances is a good one. Check head torque while you are at it. Don't forget the nuts by the spark plugs.
