I suspected I wasn't being too clear!

This is a handheld volt meter. The cable to the solenoid from the battery is disconnected from the battery post. I have the volt meter between the battery post and the disconnected cable end when I get the voltage reading.

No power is getting to the dash because the wire from the solenoid to the dash was disconected at the solenoid to isolate the problem, and the wire coming back from the push button start switch to the solenoid is also disconnected at the solenoid.

The solenoid is drawing a slight amount of power in that state, and the draw increases to 1v when I reconnect the short, large wire to the starter motor.
