First the dumb question - does the pump act like it's doing anything at all, vibration, pulsing, etc.? If not, you might be looking at a new pump.

Assuming you tried using the tractor the first thing in the morning when it was cold - does it do anything later in the day after you've had the sun shining (???) or at least things have warmed up at bit? If it works when warmer, you may be due to change your hydraulic fluid (if it looks milky, that's another sign it's full of water and due to be changed). It's possible you have a partially plugged screen (inside the reservoir) if it works when warm and the oil looks OK.
