Removing W4 Fenders

Last owner ran a small tree between my left fender and the wheel, and messed it up pretty good. Decided to take it off today and try to get it fixed up. I have all the small bolts out that attached the fender bottom to the platform.

Now I see there are also bolts that hold the ribs to the axle housing. I can see two from the front of the tire - is there another one in the back? I'm hoping not - how the heck would I get that out without pulling the wheel?
