It takes a lot of energy to break up water into oxygen and hydrogen, but have at it.
Similar to the way the earth cycles water through different forms, sometimes I think the weather is also a zero sum game.
Bad weather, drought, and jet streams just move around the globe and travel across different locations for shorter or longer lengths of time. This winter the east coast is colder and wetter than normal while the west coast is drier and warmer than normal and central Minnesota can't hardly buy a snow storm this year (I know, MN could still could get it all in April this year, LOL).
The oceans and ice caps are the long term (millenial) buffers and energy stores.
