Hi Chuck, When you pick-up what weight you can, does the bucket creep back down any at all? If a relief valve is sticking it sound like a hissing or growling noise. With out a pressure gauge your pretty much guessing. Hydraulic pumps are the last part to fail in a system. You have changed filter and oil?
