On the high speed mixture screw, you will see a hex packing nut. I believe it takes a 1/2 inch box or open end wrench. Turn the packing nut clockwise while keeping a screwdriver on the screw so that it will not change your mixture setting. As you tighten that nut down, the packing should get tighter around the stem of the screw so it won't be loose.

Did the H come to life after opening up the fuel screw?
