Item 19 is a screen and flow restricter so too much hydraulic oil is not forced into the brake master cylinders. The other problem could be the MCV flow divider is stuck forcing too much flow thru the PS, oil cooler and PB lines.
Newer models have a plastic hydraulic oil reservoir that worked much better than the older direct feed lines.
