The Touch-Control system has a pressure control circuit that dumps almost all pressure in the system until there is demand from moving a lever. Part of that circuit is a small orifice. If the orifice gets plugged, the system will not build pressure. This part can be accessed by removing a pipe plug in the head (accessible by removing the battery). Pull the plug, then the next two parts, a screen and the orifice, can be unscrewed and cleaned.
I don't know if this part has any effect on the auxiliary valve that is used to control the Fast-Hitch. If this is the problem, the rockshaft arms won't have power to change the angle of the hitch either. If it does have power on the rockshaft, the pump and relief valve aren't the problem either.
