Sounds like the seller has an inflated recollection of the top speed. A 16 mph top speed is much more likely. However with the long wheelbase, considerable additional weight, no suspension and stiff steering, driving one 16 mph probably FEELS like you're doing 40(!)
AFIK the M grader conversions used the stock M transmission gearing. An M simply lacks the power to push a grader much faster. Nor is there any real reason for one to do so(!).
