Without seeing the valve first hand I can only offer a guess. What the sleeve probably does is change the internal porting of the valve, otherwise the 'dump' side of the valve spools and the 'power beyond' tap both connect to the 'return' (tank) port. I'm fairly certain that the sleeve is a precision machined part specifically for that make and model of valve.
Much as you'd like to get-er-done, this is one place you have to get it done right, so order the part. If you aren't using the fast hitch at the moment, you can cap the open side and leave it out of the circuit. At least you'll have the loader available to move snow if needed until you can get the sleeve.
