Jim - If you get current flow thru the starter but it doesn't turn, it probably needs a rebuild. (I'm presuming the shaft is not frozen - i.e. it can be turned by hand...) The one thing you can do to the starter is check the brushes. It's possible one or more of them is worn out - will pass some current but not spin the armature. Brushes are cheap - about $5 for a set at the starter shop - and not too difficult to replace. Regarding the generator system, you've got a 6 volt setup right now. The 12 volt battery is firing the coil, but the generator is not gonna charge the battery. My recommendation would be to return to the original 6 volt, positive ground configuration. You're going to need a 100% healty starter for this to work, and likely will the generator/cutout relay will require attention as well. (Chances are the starter was getting tired and generator failed long ago. The owner stuck the 12 volt battery in to keep the tractor in service, rather than fixing the problems...) Good luck!
