It should work. You have to size the cylinder properly to get it to move when you want since the cylinder with the least load will move first while raising and return last. You would probably want a cylinder large enough that the first action would be to tilt the bale and then lift. Then when unloading the bale would come down first and then tilt back.
The other solution may be a splitter valve. It could be manual control or electric. That would allow the auxiliary valve to control each cylinder independently but not both at the same time.
