hard to tell without being there. For all I know the governor is not doing anything and yes, it could be running way too fast in that case. otherwise the aluminum knob should set the speed. No other linkages would matter except for slowing it down. I usually find the aluminum stub screwed down tight as the old farmer was trying to get all the speed he could. You would need a tach to check it. That's probably what I'd advise you. In absence of a tach check ground speed according to a chart.
