There is a suction tube inside the reservoir. That tube is made of plastic. Often when the tube ages cracks appear in the tube which allow it to suck air rather than hydraulic oil. Common practice is to overfill the hydraulic reservoir by a full 5 gallons. Doing so often covers those cracks and allows the system to work again. If you do add the 5 gallon of additional oil, that high mark on the dipstick should be marked and it becomes the new "full" mark. --Lee
