Hi guys, It has to be the valve as Wardner states because the spool opens letting oil return quickly and dropping the load just as quick, if not then the valve is not opening all the way, hence slow oil return = slow movement. If the valve is in it's center postion or closed, then there can be down creep because of leakage past the rod spool(piston) seals but not leaking past the rod packing that seals the rod to the outside of the cylinder.
