Simple answer on open or closed center is in an open center, the pump pumps continuously and the valve(s) have a spool design that allows fluid to pass through unrestricted when in neutral or center position and back to the reservoir. A closed center, the fluid is blocked when the spool(s) are in neutral or center position. In this case, either the pump has to return to a "standby" or near neutral position, or there has to be a separate valve that by-passes the flow and maintains a near zero standby pressure. Many systems today have a pressure/flow compensated pump that returns to a near neutral cam position in a closed center position. These systems react better than an open center because pressure and flow are instantly available when the control valve spool is moved.
Simple explanation of course, and in many modern systems it gets more complicated, but that's the basics.
