Sometimes the 540 RPM is at a little less than the "rated" rpm of the engine. I have operated several tractors that show that on the tach... they might run 2400 rpm, but 540 pto might be at 2150 or something. Might check that out and be able to run it at slightly less than full throttle. I'd stay in the ground speed range recommended by the tiller manufacturer.
Ideal for a tiller is a hydro transmission, but failing that, I'd be looking for a tractor with a lower speed low gear. Now I'm saying that from garden tractor experience after owning a Cadet with a low creeper gear, and a JD with a hydro... so much better control with the hydrostat.
