I have put the garter spring in with out the special tool, but its a long and hard job (sometimes very upseting) .
Inside the valve there is a sping loaded piston and if is leaking it will let the load drop.
To find out if its the loader or the valve lift the loader and unhook the hyd. lines. If the loader still goes down its the loader cyl. if it stays put its the valve. Post us on what you find out.
