Mike, my 706 was built very late in '64 (S/N 20xxx) and it has factory installed flat tops. The RH one does not have a grab hole in it. The interesting thing though, is that the white trim panels below the fuel tank still have the clearance holes for mounting headlights up there. On later model 706's ('66 and '67) these holes disappeared, so flat tops may have become standard at some point.
