I have a great running 1951 H that has been converted to 12volt.
the tractor does not seem short of power but mowing a rough horse pasture the motor kept varying it speed, quite rapidly... my guess is the governor or carb.
It only does this when using the pto, it did it at mid throttle and at full throttle. however, it does not do this lugging a big load from the drawbar.
