My dad bought a new 706 in late 1964 as I recall. It had to be either a 1964 or 1965 model. It came with flat top fenders. To my knowledge, the earlier 706's and 806's that came with the half circle (clam shell) fenders also had the headlights sticking out of the side of the tractor body because there was no place on the clamshell fenders for them. If your tractor has headlights such as this, then it probably came with clamshell fenders (or no fenders, which was an option too). Flat top fenders had the headlights in the fenders.
