It could be (1) low voltage due to a poor connection in the key switch, push button or wiring, (2) a worn contact in the solenoid, or (3) worn brushes.
A simple thing to try, and probably the most common cause, is to remove the battery cable from the starter solenoid and back off the inner nut until you can push the stud in about 1/4". Rotate the stud 180° and reinstall. That will give a worn stud stud a new contact surface providing it has not been rotated before.
