on your valve you should have 4 ports.(1) pressure in (2) return to tank (3and4) would be out ports to cylinder.disconnect the lines that go from the control to the cylinders and put them in a clean bucket and operate the valve,see if oil comes out of each hose when it is activated.also you can take the return line off and check it,oil should flow when the pto is engaged and the valve is not being used,after the entire system is full oil should flow thru the return at all times,this will test the pressure relief valve,..if you cant get oil out of one hose then you will have to replace the control valve
