Years ago a few times we had this problem on some S model ihc/navistar trucks with DT466 engines.And it would be the the key switch. You could try to jumper wire to the small terminal on the starter solenoid direct from the battery. Also you could measure the voltage there while actually trying to crank with a good voltmeter;if it is low,I would back check to the button and the key switch for low voltage.Also you could jump across the back side of the button;that would bypass the internal contacts of the button.Be sure to be in neutral!
