The points are most likely CLOSED because they only open at TDC on a certain cylinders compression power stroke and when an engine is shut down it dont like to stop right at a TDC on compression location, it will roll ahead over or kick back instead, THEREFORE points are usually closed on a setting engine. Id except only 4 amps instead of 8 on a coil ignition however, 8 sounds too high to me.
