If he means the plate that is attached to the head and is right close to the intake manifold on the left side. Do not have a good picture of that bracket/lever but in the picture you can see it peeking out behind the exhaust pipe. A throttle rod then comes down to the carb which in this picture is not hooked up yet. Is this what he is talking about I wonder, if so then there could be a bad manifold gasket which would mean it is sucking air and when he puts the rag near it he plugs it up. Hummmmmmmmmm scratching bald head as well :o(
