It sounds like the throttle governor area is leaking. The tube has to taken loose along with the carb and resealed. This will affect the operation of the updraft on the carb. That is why it raises the idle when you hold a rag over it. After resealing you will have to tweak your carb a little to bring the idle back down. Usually a gasket can be fabricated with a little patience or you can use a light coat of ultra-black RTV.
