Lift the front end with the loader or carefully with jack & stands. Then, with the tires just an inch or less from the ground, grease the pivots on each side(steering knuckles). If it steers easily with no weight on the front end after greasing, then I would look into the steering box.
Bushings & the thrust bearings should still be available, as well as new tie rod ends. If you go to rebuild the steering box some wear parts are available & some will need the assistance of a good machinist.
