M will work, remove side and top cover of governor to figure out what's going on. Should be able to see what the problem is. If needed you can remove the linkage pin under the top cover and pipe and operate the shaft by hand to make sure there's no problem with tube to carb. connection. Don't get wild because the engine can be over revved like that.
