The purpose of the orface on the bottom of the carburator is to allow excess fuel to escape. The spongy material and cap keep dirt out of the carb. You might check float level, also make sure float does not have any fuel in it. On some of the carbs the shaft that the float pivots on gets worn and can cause it to hang up. Just some suggestions
