What was this type rim used on?

Found this on a 8 spoke IH wheel bolted on a F-400. Wheel made for double bevel rims.
Rim is flat base with just eight short raised places for the wheel to rim clamps. Also has rim stops like a H, M ETC. Rim stops not doing anything on the 400. Tire and rim no good but I'm just curious what would use that 38 inch rim.
Notice two of the short humps in picture on each side of the stops.
