Ron - If you've not already done so, replace the plugs with D-21's (or D-23's if you can find them). Also check your carb idle mixture adjustment; it sounds like it's set too rich. (Too rich will show some black in the exhaust at idle and will foul the plugs - the two middle ones first.) Lean the mixture by turning the idle mix needle counterclockwise until you find the spot the engine idles fastest. Then slow it back down if required with the idle speed screw.
