I paid $1200 for a much needed new set of 13.6x38's last year. Just saying. So if those tires are still looking good, and no other major problems, I'd say a fairly good deal. Better if you can get him to come down a little. Make him an offer that won't pi$$ him off. Maybe he will meet you half way.
A good running F series tractor (not junk) will only appreciate more as the years goes by.
