If those hours have not been with a load on engine it could well take a couple hundred hours to seat the rings. Those engines use chrome rings and it they are not loaded at least half load they will take a very long time to seat.
We had a customer that bought a 986 and thought he was doing good for the tractor by running it on a bale elevator. At two hundred hours it was still using about a gallon of oil in 10 hours. When we got him to hook it to a plow it corrected itself within 25 hours.
