The wheel bearings on those planters were terribly undersized especially if it has been drug around a lot with the fertilizer boxes in use. I'm not sure if they will lock up the wheels when they go completely out. Been a while since I been around the one we used to use. I can't remember if you can raise the wheel with the hyd cyl. to check for play.
