If it turns out to be the cylinder, a new OEM cylinder would cost several hundred dollars, if you could even get one. CaseIH does not list the cylinder as an available part, so you're out of luck.
A hydraulic shop should be able to replace seals and o-rings in your cylinder for a couple hundred at most.
It's a tie-rod type cylinder, so you could tear it down yourself, even.
