The spool valve on the right side of the tractor back of the starter may be hanging up and not going to the neutral position. There could be dirt, crud or something else on the exposed part of the shaft that sticks up. If the rubber bellows that is suppose to be on it is gone or rotten, it will make it worse. Just a thought.
