Not a rare option, as explained below, these came with a #24 mounted corn picker. The part you see outside the cap are really extensions of the nuts that hold the wheel bearings in place with a different type of hub cap. You probably do not have a bearing out, its most likely the seal on the hub cap that has gone bad. Good luck finding a seal, if I remember fight, they were raw hide. If you want to replace them, you will have to find a couple of nuts and new hub caps. I think I still have the original nuts and caps that were on my Dad's H before it became his picker tractor someplace. I still have the tractor and it still has the #24 picker hub caps on it.
