You do not need the weight if you do not plan to pull heavy loads such as plowing, disking, pulling logs, heavy trailers, etc. We all like for things to be balanced but it should not make that much difference with weight in one wheel and not in the other. Mine is fixed like that now cause I did not have to money to buy the antifreeze to fill the second tire.
