I think they are great tractors and often under-rated. Great parts accessibility too. They were basically remade new with different sheet metal a few years ago by Mahindra. So parts for your B-414 are available new from Case-IH, new from Mahindra, new aftermarket, etc.
The stuck PTO clutch is very common. It's a typical two-stage clutch but they seem prone to sticking in the British B-275s and B-414s. I've got four of the same basic tractors and two are stuck right now. One - I took apart - found nothing visibly wrong. No stuck disk either. Put it all back together and it worked fine for a month and then got stuck again. I never bothered to work on it further. It works fine. Just have to idle the engine down to almost "off" and then engage. Still works fine as a live PTO. Whatever causes it - it is NOT a stuck disc in mine and not an adjustment. Even stuck - it works much nicer then my Ford 641 or Case VAC with the non-live PTO. Only flaw is with the diesels and their awful 1 volt glow plug system with the plugs all in series. Change it to 12 volt plugs in parallel and works MUCH better.
